Start with the exact product
Do not decide from a broad label such as “electronics” or from an HS code alone. Prepare the model, intended use, power ratings, technical description, photographs and whether it is a component or a finished product. A name that resembles a listed product is not enough to settle the scope.
Use the current official scope
CNCA’s August 2026 rules index links the applicable product rules and scope notices. Check the specific product entry and later adjustments; an old category count is not a reliable screening tool.
Example: power banks and lithium-ion batteries
CNCA-C09-02:2025 took effect on 15 August 2025 for power banks, lithium-ion batteries and battery packs. Verify the actual product scope and current rule; do not treat every battery or an old test report as automatically covered.
A practical preparation checklist
- Identify all models and the technical differences between them.
- Collect ratings, circuit or construction information, key components, manuals and labels.
- Check whether an existing certificate covers the exact product, manufacturer and factory.
- Ask the designated certification body to confirm the applicable route, testing and any factory requirements.
- Plan testing and documentation after scope confirmation, rather than ordering a generic “CCC test”.
Check certificates before relying on them
Use CNCA’s official business-system links to access certificate information services. Save the query date and check the certificate status, scope and model against your product. A screenshot supplied by a factory should be checked against the official record.
